Apparently, Windows version 1903 installs back deleted bloatware and enables back certain unnecessary Windows Services.

1. Uninstall Windows bloatware
Bloatware takes up storage space, uses up system memory and some apps could even cause system infections.
Getting rid of apps that you don’t use requires you to access the Windows Settings, then go to Update & Security > Recovery > Learn how to start fresh with a clean installation of Windows. Afterwards, follow the on-screen instructions.
Unnecessary apps that we recommend that you uninstall are: 3D Viewer, Calendar, Candy Crush Saga, Disney Magic Kingdoms, Groove Music, Mail, Movies & TV, Paint 3D, Snip & Sketch, Sticky Notes, Voice Recorder.
If you realize that you need some of the deleted apps afterwards, don’t worry. You can install them back from the Microsoft Store.
2. Disable unnecessary Windows Services
Windows Services usually slow down your computer using memory resources. Some of the services are not needed for the proper running of the system, therefore they should not be active.
In order to disable services, you need to access the Services tab through the Run box. Type service.msc in the Run box and hit Enter.
Next you need to find the pointless services that your system runs, double click on them and change the Startup type to Disabled or to Manual.
