The culprit is Microsoft – WPD – 2/22/2016 12:00:00 AM – 5.2.5326.4762, an update that was first published over a year ago. Apparently, this update tries to exchange ADB and MTP drivers for several MediaTek devices. Unfortunately, the driver package conflicts with the existing ADB and MTP drivers. As a result, your Windows computer no longer recognizes your phone and the error code 0x800f0217 appears on the screen.

Here’s how one user describes this issue:

Fix: USB connection issues generated by WPD driver update

  1. Connect your phone to your computer >go to Device Manager > right-click and select Search for driver

After installing this update, my Nokia 925 Windows Phone no longer connects to the Windows 10 PC.   I am trying to connect with a USB wire, not Bluetooth. I rebooted both phone and computer. I then “removed” the device from “Connected Devices” and then tried to re-connect to the device.  This seemed to prompt the computer to have another go at installing the same update. […]

I have no idea what is going on. At this moment in time I’d rather throw the computer down the stairs than “Retry” the installation. Once again it looks like I will be losing many hours of my time trying to fix a problem caused by Microsoft.

  1. Select Search on this PC > select Drivers on this PC

  2. A list pops up > select USB device > a list of MTP USB drivers will pop up

  3. Select the second one > the first one has an error.

Users also report that installing the latest drivers from their phone manufacturers solves this problem.

If you haven’t installed this troublesome WPD – 2/22/2016 12:00:00 AM – 5.2.5326.4762 update yet, block the driver update center ASAP.

I had the same problem with my LG V10 and i downloaded drivers from LG and installed them. After that everything worked perfectly.
