According to Xbox Live Service Status, signing into Xbox Live is currently not working:

I’m getting code 0x87DD000F can’t sign in and when I do it signs me right back out
This is not the first time when Xbox services aren’t working this month, and gamers are getting more and more frustrated:
It says I’m online says my wifi and wired connection is good..but keeps saying to login into Xbox live and won’t sync with any of my games. Weird. Fix it.

The Xbox team is aware of the problem and is trying to fix it as soon as possible:
How about compensation for all of us affected by the outage? This is the 3rd time an outage occurred in August.

Update: it seems like Xbox Live is back up for some, but they still can’t play any games:
Furthermore, lots of Xbox users are getting errors at sign in across multiple services. The support team is investigating the issue.
It’s back up in Toledo Ohio but it won’t let me play any games online
